Residential Program Manager

Job Summary: 

The Residential Program Manager oversees all Detox and Residential Treatment operations for California Recovery Center (CRC). This includes supervision of clinical and nonclinical staff, management of daily operations, scheduling, program compliance, transportation oversight, and direct collaboration with HR and leadership. ‑clinical staff, management of daily operations, scheduling, program compliance, transportation oversight, and direct collaboration with HR and leadership.

The Residential Program Manager ensures high-quality care, regulatory compliance, and efficient clinical workflows across a 24/7 residential environment quality care, regulatory compliance, and efficient clinical workflows across a 24/7 residential environment.

Responsibilities:

Leadership & Staff Management

  • Supervises Recovery Specialists, Counselors, Case Managers, Drivers, and other assigned staff.
  • Works closely with Detox Manager to co-supervise Medical Assistants as needed.
  • Conducts regular evaluations and ensures performance standards are met.
  • Supports hiring, onboarding, training, development, and off‑boarding.
  • Ensure employee records remain compliant with regulatory requirements.

Program Operations & Client Care

  • Manages 24/7 staffing schedules and ensures required client-to-staff ratios.
  • Oversee referrals, admissions, transfers, and coordinated care for detox and residential clients.
  • Implement program goals, treatment activities, and documentation standards.
  • Coordinates daily/weekly client scheduling, groups, activities, and sessions.

Compliance, Quality, & Planning

  • Ensures adherence to California regulations (Title 9, Section 13010/13015), agency standards, and program objectives.
  • Participates in goal setting, program planning, and quality assurance activities.
  • Ensures a safe, confidential, and compliant treatment environment

Transportation & Logistics Oversight

  • Manages CRC transportation operations, ensuring safety and regulatory compliance.
  • Oversees vehicle maintenance, transportation staffing, and budgeting for transport operations.

Administrative & Cross-Departmental Duties

  • Acts as point person for payroll, ensuring accurate hours and approvals.
  • Collaborates with HR on training requirements and staff credentialing.
  • May serve as a community liaison when needed.
  • May provide direct client services temporarily during staffing shortages.
  • Perform other duties as assigned.

Requirements

  • High school diploma or equivalent, college degree preferred.
  • Must be certified or licensed per California alcohol & drug counseling regulations (CAADE, CCAPP, CADTP, CADC‑II preferred) or hold a relevant professional license (LCSW, LMFT, Psychologist, Physician, etc.).
  • Required detox management experience.
  • Expertise in residential treatment, program planning, budgeting, QA, and supervision (3-5 years experience).
  • Strong communication, time management, and organizational skills.
  • Proficiency in Microsoft tools, KIPU EMR/CRM, and related platforms.
  • Must have a valid ID, such as a CA ID or a driver’s License to provide evidence of vehicle insurance and be insurable under the company’s insurance policy.
  • Valid First Aid/CPR/AED certification, Health Screen Results, negative TB and Drug test results; Proof of COVID vaccination, including booster shot.
